The Constitution of Malaysia : Its Development 1957-1977
Malaysia's first twenty-one years as an independent state have been characterized by stability and progress in the political. social and economic fields. Malaysia's constitution has undoubtedly contributed towards this stability and progress especially when its constitution is compared with those of many new countries of Africa and Asia over the period 1957 to 1977. This book reviews the development of the constitution; most contributors are Malaysians and they range from those who study the law academically to those who are in charge of its implementation in govemment and the judiciary. Thus this collection of essays covers how the constitution has worked out in practice, how it has develop-ed. by amendment and judicial interpretation, and significant trends over the last twenty years. During this time Malaysia has been ruled not by brilliant theorists or quixotic visionaries but by practical and sensible men, aware of the need to solve problems in real life and aware of the constraints imposed by financial and human resources. The constitution reflects these same realities and is part of the secret of Malaysia's success.
