Ideal policy framework of Indonesia’s International Development Cooperation (IDC) toward Indonesia Emas 2045
The paper outlines the ideal policy framework for Indonesia’s International Development Cooperation (IDC), considering the scattered and absent IDC policy. It analyzes whether an integrated IDC policy framework is ideal for Indonesia Emas 2045 and whether foreign policy will still be an IDC vehicle toward attaining the vision of Indonesia Emas 2045.
It is argued that an integrated IDC policy under Indonesia’s foreign policy framework enhances coherence, consistency, and effectiveness in aligning development goals with diplomatic objectives. The paper emphasizes the need for IDC to be integrated with Indonesia’s foreign policy to serve as a tool of diplomacy, as mandated by the Indonesian constitution, while also supporting national development objectives, particularly toward achieving the goals of Indonesia Emas 2045. The paper also finds that despite shifting the focus from the foreign policy element to the development element toward 2045, foreign policy will still be the vehicle of the IDC.
