From ASEAN Secretariat to ASEAN headquarters, what next? Reinforcing Jakarta’s transformation towards ASEAN diplomatic capital and global city
The recent decision by ASEAN Leaders to rename ASEAN premises to ASEAN Headquarters, combined with Indonesia's capital move to Nusantara, presents an opportunity to reinforce Jakarta's role as ASEAN diplomatic capital and global city. This role does not necessarily focus on formal recognition or designation but rather the ability of Jakarta to provide an enabling environment for meetings, events, and decisions about ASEAN and the wider region to be made. The Ministry of Foreign Affairs (MFA) can play a leading role in facilitating Jakarta's transformation into ASEAN Diplomatic Capital and global city by leveraging its position as the coordinator of foreign relations in Indonesia.
This paper will use stakeholder’s analysis to map and engage the stakeholders to help the MFA to use its policy space to promote and coordinate common goal of building Jakarta as ASEAN diplomatic capital and global city. Indonesia may consider strategically promote ASEAN Diplomatic Capital by hosting ASEAN Leaders' Summit annually at the ASEAN HQ and explore using vacated government buildings to host ASEAN entities.
