Opening regional office in provinces: A strategic approach on the implementation of the main functions of Ministry for Foreign Affairs in the regions
The key problem is to meet the interest of Indonesian foreign relations policy and its implementation carried out in provincial regions. This is inevitable that central and local governments should work together based on common perspective on how foreign relations and international cooperation should likely to be implemented. Local governments, provincial or city (Provinsi maupun Kota), may not have full understanding and capacity on how governments in the regions should carry the implementation of foreign relations and therefore it is inevitable that the Ministry of Foreign Affairs of Indonesia (MoFA) is in the position of making its presence obvious in Indonesian provincial regions to ensure that Indonesian foreign relations are put in place accordingly. The Ministry of Foreign Affairs of Indonesia has two main functions in Indonesian foreign relations, which are stipulated in Article 7 (2) and 28 (2) of Law No. 37/1999, as consultant and coordinator in foreign relations. The functions demand MoFA to be more active in guarding and bridging Indonesian foreign relations in every aspect and in every region of Indonesia. In technical aspect, based on the Minister of Foreign Affairs Decree No. 3/2019 concerning General Guidelines for the Implementation of International Relations by Local Government Annex E. 12. MoFA plays its role in the context of the implementation of international relations in the regions, as (a) Coordinator, (b) Initiator, (c) Informant, (d) Mediator, (e) Promotor, (f) Facilitator, (g) Protector; and (h) Consultant/Supervisor.
This policy paper argues that opening regional office in the regions is expected to be a significant breakthrough/new way to implement the MoFA functions in the regions. This will require an effective and pragmatic action to succeed. Opening regional office in the regions is aimed to implement strategies, policies, laws, regulations and rules concerning foreign affairs, rules and policies based on the province’s/city’s reality, and be responsible for their implementation as well as to represent the provincial/municipal government and handle relations with foreign consular missions based in provinces/municipalities.
