Indonesia's hydro-diplomacy: Rising above global water politics and climate challanges
This policy paper examines the pivotal role of hydro-diplomacy in Indonesia's foreign policy, particularly within the context of fragmented global water politics and the profound impacts of climate change. It proposes a "Measured Approach" that integrates water diplomacy into broader foreign and environmental policies, positioning water governance as a key pillar in Indonesia's international engagement. This forward-thinking strategy aims to promote sustainable water resource management, address climate-related water challenges, and ensure equitable water sharing.
The proposed National Hydro-diplomacy Policy Framework offers a fresh, integrated approach to water governance. By embedding water diplomacy within the Ministry of Foreign Affairs, Indonesia can leverage its leadership in global forums, including working closely with the newly appointed UN Special Envoy on Water. The framework fosters cross-sector collaboration and incorporates advanced water management practices, aligning with Sustainable Development Goal (SDG) 6. This strategic approach highlights Indonesia’s potential as a global leader in hydro-diplomacy, addressing both domestic and international water challenges.
