State-owned enterprise going global: Positioning Indonesia to tap opportunities in Southern America

The Covid-19 pandemic has changed the world economy as most countries are now experiencing a slowdown in their economic growth. The IMF now expects the world economy to grow 3.2% this year, before slowing further to a 2.9% GDP rate in 2023. The said Institute stated that a tentative recovery in 2021 has been followed by increasingly gloomy developments in 2022. Among the challenges that should be confronted are soaring global inflation, a worse than expected slowdown in China, and the ongoing fallout from the war in Ukraine. Though the Indonesian economy is also affected by the pandemic, but it still manages to grow.

Nonetheless, as an effort to recover its national economy, the Indonesian Government encourages its state-owned enterprises to penetrate foreign markets, both traditional and nontraditional ones. We learnt that Indonesia-Africa Forum and Infrastructure Dialogue in 2019 has enabled several Indonesian state-owned enterprises to expand in several countries in Africa.

This paper will discuss the prospects for Indonesia state owned enterprises to penetrate Southern America, and how the Ministry of Foreign Affairs can contribute. In general, during the period of 2017 – 2021 the economic relations between Indonesia and countries in Southern America, as one of Indonesia’s nontraditional markets shows moderate results. Promoting the penetration of Indonesia’s state-owned enterprises in the said region is not only expected to revitalize bilateral economic relations between Indonesia and countries in Southern America, but also to boost bilateral trade volume.

Based on the guidelines of the Centre for Education and Training, this paper will utilize scenario planning model approach in suggesting strategies and policy recommendations for the Ministry of Foreign Affairs, among others are through tapping the opportunities in the region to invest in mining projects.
