Indonesia's role in the region and the world: A priority in confronting uncertainty through and beyond the covid-19 pandemic

In the midst of uncertainty in the world, all countries face various kinds of challenges. Rivalry for political influence, economic rivalry, as well as conflicts continue to emerge. In dealing with these challenges, in 2019, Foreign Minister Marsudi emphasized Indonesia's foreign policy priorities for the next five years after being re-elected as the minister for the period of 2019-2024. These priorities, known as the 4+1 Foreign Policy Priorities, represent a continuation of Indonesia’s foreign policy over the preceding five years— which emphasized on maintaining sovereignty, protection of citizens, and economic diplomacy—with new additions of prioritizing Indonesia’s role in the region and the world, plus diplomatic infrastructure. This shows that there are more scope of diplomacy to prioritize. Shortly after it was announced, the world was confronted with a new challenge, the COVID-19 Pandemic. The pandemic has a wide-ranging impact on society, the global economy, culture, politics, and other fields. The pandemic has resulted in severe global social and economic disruption, including the world's worst recession. This paper aims to specifically explain: the driving factors of Indonesia’s role in the region and the world as a new priority; a reflection of Indonesia’s role in addressing the COVID-19 Pandemic; and the prospect of Indonesia’s role in a post-pandemic situation

This paper uses the concept of adaptive model of foreign policy proposed by James N. Rosenau. In comprehending the concept, there are two variables that need to be considered, namely external changes and internal changes. This paper illustrates what drove Indonesia to foster the fourth priority. This paper also describes the relevance of the fourth priority in the current situation of the COVID-19 Pandemic and the prospect of the priority in a post-pandemic situation.
