Strengthening Indonesia's cultural diplomacy in the Pacific to win the hearts and minds of the Melanesians Pacific Islanders
One of Indonesia's foreign policy priorities is to strengthen support for the sovereignty and unity of Indonesia, and this includes strengthening international support for Indonesian sovereignty over Papua. In this regard, the region that is of concern to Indonesia and has a history of supporting the Papuan independence movement are the countries in the Pacific Islands, especially members of the regional organization, Melanesian Spearhead Group (MSG).
Hence, Indonesia has elevated its efforts to improve relations with Pacific Island countries, including by increasing development aid and technical assistance. Although Indonesia has received official support for its sovereignty over Papua from the governments of MSG countries, nevertheless, there is still suspicion among the public that Indonesia’s motivations are not sincere and are solely for political interests related to the Papua issue. In addition, the free Papua movement in the MSG, led by the United Liberation Movement for West Papua (ULMWP), always raises the issue of the suffering of fellow Melanesian People in Papua to garner public support in the MSG countries.
This paper focuses on the importance of cultural diplomacy to win the hearts and minds of the Melanesian people in the pacific, to solidify Indonesia’s effort to secure support for Indonesian sovereignty over Papua. The challenges and opportunities in branding “Indonesia is also part of Melanesian Pacific” and the importance of adapting to changes in communication methods and using digital media for Indonesia’s cultural diplomacy to appeal to larger Melanesian Pacific Islanders audiences.
