Implementation of the Indonesia – EU Voluntary Partnership Agreement on forest law enforcement, governance, and trade: progress and challenges for Indonesia’s legal and sustainable timber trade
In November 2016, Indonesia became the world's first VPA partner country to obtain the right to issue FLEGT licenses to accompany exports of verified legal timber and timber products to the EU. This critical milestone in implementing Indonesia's VPA with the EU reflects growing global recognition of Indonesia's timber legality assurance system: the Sistem Verifikasi Legalitas Kayu, or SVLK. This achievement resulted from long and demanding work in international negotiations between Indonesia and the EU and Indonesia's reform of domestic policies on sustainable forest management and trade in legal timber.
However, the EU still needs to address various deficiencies and loopholes so that products that meet EU criteria, such as Indonesia's timber, are not disadvantaged. This study aimed to assess whether the implementation of the FLEGT-VPAs lives up to the regulation's centre objective, to halt the trade in illegal timber. This study will also discuss the context of how Indonesia is dealing with several challenges and unfair competition for their timber export to the EU and how it supports trade development and recovery efforts in the post-pandemic era, while in the end, analyze the role of the Ministry of Foreign Affairs can perform.
