In pursuit of health system resilience: the strategic role of diplomacy for self-sufficient national pharmaceutical industry
The emergence of COVID-19 pandemic has further emphasized health as a non-traditional security threat exacerbating global security dilemmas and complexity on various aspects of life. The contestation of countries in the world to protect their respective conditions as a priority is inevitable. Many pharmaceutical supplying countries prioritize the allocation of their products to mitigate the pandemic in their respective country. This condition definitely brings a real threat to countries with no strong pharmaceutical industry, including Indonesia, which still imports 90% of pharmaceutical raw materials. In such circumstances, President Joko Widodo has set forth the self-sufficient national pharmaceutical industry to answer the current situation. It is a long-term strategic priority for stronger national health security and to anticipate similar disruptions in the future. The directives are clear that the increasingly complex interconnectivity of health issues requires cooperation of various sectors and must be carried out in extraordinary ways. In this regard, the Ministry of Foreign Affairs has determined to strengthen national health security as one of its current foreign policy priorities. One of the focuses is strengthening cooperation in developing national health industry, including pharmaceutical raw material industries.
This paper discusses further the strategic role of the Ministry of Foreign Affairs in making the self-sufficient national pharmaceutical industry into reality through short-,mid-, and long-term strategies.
