Indonesia - Turkiye Comprehensive Economic Partnership Agreement (IT-CEPA): A catalyst to boost Indonesia's palm oil export To Turkiye
Palm oil is one of Indonesia's main exports to Turkiye. However, Indonesia’s export of palm oil plunged sharply since 2015 due to the conclusion of the Malaysia-Turkiye Free Trade Agreement.
Indonesia-Turkiye Comprehensive Economic Partnership Agreement (IT- CEPA) is very important for Indonesia in order to get tariff reduction as well as to boost trade between both countries. Based on the analysis and future scenarios, there has been an increasing trend in demand for palm oil both in terms of quantity and value in Turkey from 2019 - 2021. Consequently, there was an increase in palm oil exports from Indonesia to Turkey in that period of time.
There are two critical uncertainties which influence Indonesia’s palm oil export to Turkiye, such as the completion of IT-CEPA negotiations and Turkiye’spalm oil demand. The best scenario for Indonesia is the increase of its palm oil export to Turkiye, and Indonesia’s palm oil will be able to compete with Malaysia due to the increasing demand of palm oil in Turkiye and the completion of IT-CEPA negotiations. The worst scenario is when there will be no export of palm oil from Indonesia to Turkiye due to the decreasing demand of palm oil in Turkiye and the unfinished negotiations of IT-CEPA.
Therefore, this paper attempts to propose some recommendations such as: to continue with R&D efforts on biodiesel from palm oil (B100); to find the best solution in order to expedite IT-CEPA negotiations and to keep it on schedule as well as to convince the government of Turkiye that IT-CEPA is beneficial for both countries; to involve Indonesian business community in the IT-CEPA negotiations; to intensify communication and interaction of business communities from both countries, to approach and impress the Turkish business communities on the importance of IT- CEPA; to maximize the role of Indonesia’s honorary consuls in Turkiye; and to promote ISPO to Turkish government.
