Collaborative governance on prevention of Undocumented/unprocedural Indonesian migrant workers to Malaysia: case in point “Jalur Tikus” Batam – Johor
Malaysia is still favourite destination for Indonesian migrants to look for jobs and better income. The proximity, cultural similarity, and for many, having relatives and friends who already working there, are among the reason that crossing the border is just convenient option to take.
However, many Indonesians for one or other reason cannot go through legal official procedures and crossing the borders illegally instead. In this case, Jalur Tikus Batam-Johor has been and will be a hotspot for smuggling and trafficking Indonesian migrant workers to Malaysia. The illegal activities had cost hundreds of lives as their boat sunk before reaching the land. As the illegal activities are anticipated to keep going, the tragedy is expected to happen again one way or another.
This paper aims to develop a recommendation of building a collective governance on preventing undocumented/unprocedural Indonesian migrant workers to Malaysia using Jalur Tikus Batam-Johor. The paper suggest that the government of the Republic of Indonesia should develop a collaborative governance among relevant ministries and agencies to uphold and execute the following policy measures: a) addressing the push factors; b) addressing the pull factors; c) addressing the management and procedure of migration; and d) conducting public awareness campaign on safe migration.
