Report: On the state of national security -external aspects-

The Report prepared at the Polish Institute of International Affairs (now the Department of Strategic Research/Polish Institute of International Affairs, Ministry of Foreign Affairs) is the first such relatively comprehensive analysis of the external determinants of Poland's national security supplemented by an examination of some of the internal aspects.

The time-frame of the Report (to spring 1993) has prevented account being taken of either the accelerations and changes in the international situation since the summer of 1993 or the results and the political and social implications of the parliamentary elections in Poland on 19 September. It can, therefore, be treated as a kind of stock-taking of the developments of the past four years. At the same time it is a balance-sheet showing the starting-point for those accelerations and, I hope, also a point of reference for a new report.
