A few days from now, a Conference of Foreign Ministers will be held in Manila to discuss the possibilities of a Treaty Organization for Southeasta Asia and the Southwest Pacific. The countries represented in this Conference are: Pakistan, Thailand, Australia, New Zealand, France, Great Britain, the United States and the Philippines. What has brought these Govenments together in this Conference is an increasing concern for the future peace and security of Southeast Asian and the Southwest Pacific and a desire to arrive by common agreement at effective guarantees of that peace and security. I cannot, of course, presume to speak for the other Govermments participating in the Conference; but as far as we here in the Philippines are able to view the situation, the anxiety widely felt by and for the Southeasta Asian and Southwest Pacific peoples arises from two primary considerations.
