Protection of Indonesian fishing crews in Somalian international water: A lesson learned
President Joko Widodo has put the protection of citizens as one of his Nawa Cita agenda. This translated by Foreign Minister Retno Marsudi that Indonesia’s foreign policy must be down-to-earth and must not keep a distance from the people’s interests. All the staff of the Embassy must improve the protection of Indonesian citizens, including migrant workers.
Indonesian fishing crews overseas have dominated the protection of the Ministry of Foreign Affairs since this sector attracted many Indonesian migrant workers. They work with many foreign vessels all over the world ocean, mostly belonging to China companies. One area in which Indonesian fishing crews had significant cases is in Somalia water. This paper concentrated only on fishing crew cases between 2018-2021 that the Embassy of Indonesia in Nairobi has tackled.
The problem of the Indonesian fishing crews is mostly related to unpaid salaries and exploited treatment. However, there were big cases like deaths because of mall treatment and their corps burial in the sea. From the investigation, almost all the cases related to lack of capacity of the workers and the terrible role of agencies in Indonesia, as well as unfriendly management of the company fishing vessel. The insecure situation in Somalia and the instability of its government have added to the complexity of the problems of the Embassy in giving protection to the fishing crews in Somalia water.
This paper aims to find out the main source of the problem of Indonesia’s fishing crews in Somalia as a lesson and give recommendations to improve the mechanism of protection of Indonesian fishing migrant workers overseas.
