Enhancing the role of diaspora for a stronger Indonesia in the post-pandemic world
President Joko Widodo through his earlier “Nawa Cita” vision has put the welfare of Indonesian Communities Overseas as one of hi s priorities. Besides the State’s presence abroad, he wishes for the enhancement of the Indonesian Diaspora’s role in national development. Last year, Foreign Minister Retno Marsudi highlighted that since the beginning of the pandemic in early 2020, the Indonesian Diaspora has closely cooperated with Indonesian Missions overseas and become part of the solution. Furthermore, the Foreign Minister asked the Indonesian Diaspora could provide assistance in building national health resilience and catalyzing economic recovery.
The key potentials of the Indonesian diaspora are international remittances; the source of Foreign Direct Investment; bridgehead to economic linkages; information transmission; contribution to national development; philanthropic works and networking assets. However, the identified key internal challenges are negative views on Indonesian Diaspora Groups; the heterogeneous nature of its grouping that can lead to conflict; maintaining Indonesian nationalism; building the mindset of younger Indonesian Diaspora. The key international external challenges also faced by the Indonesian Diaspora around the globe are digital disruption; post-pandemic world situations; new geopolitical challenges over the Ukraine – Russia War (supply chain disruption; international financial disruption).From the domestic point of view, external challenges are a lack of synergies among the policymakers; a lack of concerted efforts; a lack of synergy in the diaspora database; a lack of grand design strategies; and the issue of double citizenship.
To determine policy choices and recommendations this paper employs a scenario planning approach to discuss the future in a structured way. There are at least two critical uncertainties that will affect the role of the diaspora: the Post-Pandemic World Situation (the external uncertainty); and the national measures to enhance the role of the diaspora (the internal uncertainty).
This paper argues that the Indonesian Government policies toward the Indonesian Diaspora should be adjusted to enhance their role in strengthening Indonesia’s recovery in the post-pandemic world. The role of the Indonesian Diaspora has not been utilized in a maximum manner due to the insufficient room to engage based on the existing law, regulations, and strategic policies.
