Evaluating existing mechanism of Indo-AID: Option for improved aid strategy into the Pacific Islands
This paper attempts to demonstrate that Indo-AID has and is still undergoing various reform to its management system in order to better accommodate the changing landscape over the provision of development aid. The Pacific Islands region has been selected as a case study due to it being highly connected with Indo-AID, relative to other regions that are also targeted by the Indonesian government.
Three core arguments are highlighted as the pillars that guide the reform process within the management of Indo-AID. They are all related to various obstacles faced by Indo-AID faces – such as, issues related to its institutional coherence and the lack of concrete roadmap for internal procedures improvement.
By using the Moonshot and Backcasting methodology, the paper attempts to analyze how Indo-AID finds inspiration from like donor agencies from other countries in undertaking reform over its management, and compares Indo-AID to JICA and GIZ. The evolution process of Indo-AID is divided into four phases for a duration of 14 years between 2020 and 2034.
The paper ends with some policy recommendations that connects the dots between improvements in the management of Indo-AID with Indonesia’s more flexible aid policy, and with Indonesia advancing its engagement in on-going international negotiations related to global disciplines on CBTA provision.
