Head of Chancery, is it the right time to be independent?
In the era of constantly changing and dynamic global development and increasing demand for clean government and good governance, it is an inevitable obligation of all Indonesian government institutions, including Kemenlu to provide excellent public services, creating a professional and high integrity government bureaucracy.
As we all know, most Indonesian missions abroad have a compact organizational structure. The complexity in managing the managerial or operational aspects of the Indonesian mission is not only in managing the finance but also the infrastructure, human resources, performance accountability, supervision, and public services, with each of its challenges, provisions, and targets. With HoC as one person handling dual responsibility, there are risks that the management and supervision of the mission’s performance and administrations are not up to their best.
In order to fulfill the priority of constantly improving performance, accountability, transparency, and public services, especially in Indonesian missions abroad, Kemenlu needs to strengthen the role of diplomat as Head of Chancery (HoC). This final paper proposed to separate the job of the Head of Chancery to just concentrate and focus on handling and managing the managerial, operational, and supervisory aspects of the Indonesian mission abroad. Furthermore, it will also identify future scenarios and trends to implement this provision, along with policy recommendations that should be undertaken. Hopefully, this arrangement will improve the performance and accountability of the Indonesian mission, while also improving the managerial dan supervision skills of the Head of Chancery as future leaders of Kemenlu, which in the long run can turn Kemenlu into a professional, high integrity world-class government institution.
