Supporting Indonesia spice up the world program:strategic role of the Ministry of Foreign Affairs of the Republic of Indonesia
The Indonesian Government and various stakeholders have formulated the Indonesia Spice Up the World (ISUTW) Program as one of our national strategic programs of the government with the aim of increasing economic value in the fields of tourism, trade, and investment through the gastronomic industry. Considering the abundance of culinary choices and spices in Indonesia, a concerted and comprehensive program or policy on gastrodiplomacy are urgently needed to further contribute to the welfare of the Indonesian people, and tackle challenges confronting the joint efforts.
The ISUTW envision 2 (two) main targets to increase export of spices to US$ 2 Billion and establish 4000 Indonesian restaurant around the world. This paper argues that such targets is reasonable based on the enormous potentials of Indonesia, but we have to increase our efforts especially by knowing our competitor, the rules and regulation and a clear masterplan to achieve these targets.
From the scenarios constructed based on presents conditions, it is determined that The Ministry of Foreign Affairs is recommended to provide support by establishing cooperation with foreign partners (governments, organizations, private sectors) and Small Medium Enterprises abroad (Indonesian restaurant owner and Indonesian product importer) to (1) assist in building the capacity of the Indonesian business abroad, (2) research on international rules and local laws that regulate and could facilitate the opening of Indonesian restaurant and import of Indonesia spices, (3) market Indonesian products (goods and services), and (4) attract foreign investments in Indonesian spices and culinary sector.
To do this, the Foreign Ministry would maximize its contribution and provide optimum impact by establishing a gastrodiplomacy policy guidance and maximizing the existing structure of the Ministry. In addition, the presence of a policy guidance and a dedicated structure for gastrodiplomacy would better ensure focused resource allocations and clear efforts to materialize the various issues of gastrodiplomacy or culinary diplomacy at present and in the future. In this regard, the Government of Indonesia should make use the potential of the culinary and spices sector strength to support its gastrodiplomacy endeavours.
