Why developing countries need tariffs: How WTO NAMA negotiations could deny developing countries right to a future
In this context, the lessons that may be drawn from economic his- tory, both past and recent, are very pertinent: virtually all of today's de- veloped and advanced developing countries have actively used tariffs in their industrialisation process. The suspension of the WTO discussions provides an invaluable window of opportunity to re-think the need for industrial policies in developing countries, the importance that tariffs may play as a policy instrument therein and, subsequently, the extent and pace of tariff liberalisation that should be committed to in trade ne- gotiations. It is my sincere hope that the lessons highlighted in this study will be employed by developing countries for this very purpose.
