Small is (not) beautiful: The problem of small arms in Southeast Asia
The proliferation of small arms is not only endangering civilian life, but also state security. In the context of Southeast Asia, the widespread availability of small arms can change the power relations between state and nonstate actors. In a country that faces separatist movement, the acquisition of small arms by separatist groups certainly exacerbates the conflict between the state and the separatist group, as is happening in Indonesia and in the Philippines.
The problem of small arms is complex. It is not only an international security issue, but also has regional, national and even local dimensions. However, the issue of small arms proliferation has not yet received sufficient regional or national attention. As a result, systematic documentation of trade and transfers of small arms has not been made. Therefore, we still lack an accurate understanding of this issue. This volume is an early attempt at investigating the problem of small arms proliferation in Southeast Asia, with special reference to Indonesia, the Philippines and Thailand.
