Socialist Republic of Vietnam: The constitution of 1992

On 15 April 1992 the amended Constitution was officially approved at the 11th session of the 8th National Assembly and took effect as from 18 April 1992.

The 1992 Constitution of the Socialist Republic of Vietnam comprises 147 articles grouped in 12 chapters and clearly expresses the line of comprehensive renewal of the country put forward by the 7th Congress of the CPV (1991): it affirms the striving for the socialist objective on the basis of the essential contents of the "Programme for national construction in the period of transition to socialism" and the "Strategy for socio-economic stability and development up to the year 2000"; it emphasizes leadership by the Communist Party, which puts economic renewal at the core of its effort, sets great store by the renewal of the political system, guarantees the citizen's democratic freedoms, and sets about reforming the State machinery with a view to an efficient administration of the country.

The coming into existence of the 1992 Constitution marks an important step in the process of building a law-governed State in Vietnam.
