Public policy formulation and implementation in India

The size and Complexity of modern government make it essential for citizens to understand what policies are, how policies are made and changed and how to evaluate the effectiveness and morality of the policies. Government is complex and is becoming more com- plex everyday. The institutions of government are also becoming more complicated and numerous. The subject matter of government policy is more complex and technical now than it was years ago..

Policies are very important for planning a course of action. They supply necessary guidelines which help in planning, implementing and realizing desired goals and in keeping the activities of the goals within a pre- scribed framework of action. Policies give meaning and form to objectives. Public policy has been a major concern of social scientists and the general public for a long time, but there is considerable disagreement over what public policy is and what it is not. There are two widely accepted definitions of public policy-one broader and the other narrower than the first. The narrower definition of public policy focuses on the direct impact of specific governmental decisions. The more comprehensive definition includes the govern- mental and non-governmental factors influencing those decisions.

What people expect from public policy is a good living condition. The purpose of this study is to derive knowledge and wisdom through studies based on interpretative and critical analysis of public policy formulation and its implementation in India.
