Revisiting Indonesia’s role in strengthening peace and stability in Korean Peninsula
This paper will analyse the importance of confidence building and prioritize the culture of dialogue to prevent hostile relations to escalate into military conflict in the Indo-Pacific Region. Lesson learned from Europe which neglected confident building measures and preventive diplomacy has escalated into military conflict. The situation in Korean Peninsula has been and always be a challenge in the Indo-Pacific Region.
The paper also highlighted key actors in the Korean Peninsula issue and recent developments that threatened the peace and stability of Korean Peninsula. To answer these challenges calculated Indonesia’s assets to step up and take action on the peacebuilding efforts in Korean Peninsula. The presence of ASEAN and its members as the middle power countries is also constructive assets for maintaining peace and stability in the Indo-Pacific especially in Asia Pacific.
To formulate policy planning and strategic steps to fulfil Indonesia’s role on the peacebuilding efforts in Korean Peninsula, the paper uses the back casting scenario tool with moonshot thinking to determine vision or condition we would like to achieve in certain future time frame. After the vision is determine, this paper will trace important key factors of success and condition in time backwards. Based on the analysis, the paper concludes that Indonesia should seize the opportunity to take the lead on the Peacebuilding Efforts in Korean Peninsula with these policy recommendation: i) Fulfil North Korea’s urgent needs on humanitarian assistance and capitalize as political investment; ii) persuade North Korea to improve its trust towards ASEAN mechanisms and ‘elevate’ its participation in ARF; iii) Utilizing Indonesia’s ASEAN Chairmanship to encourage the ARF mechanism to further reach out North Korea, in particular to address North Korea’s needs of assistance amid humanitarian crises, and set up agenda action to encourage North Korea to strengthen and elevate its participation and involvement in the ARF mechanism; and iv) Facilitate and encourage all parties concerned to arrange high-level dialogue
