Tourism village diplomacy: Developing sustainable tourism in the post covid-19 era
Tourism village is among the most essential instruments of tourism diplomacy. After defining the concept of a tourism village, this paper will examine how tourism village diplomacy is necessary as a complementary element of a nation's foreign policy. This paper will further argue that tourism villages will support sustainable development that can preserve the environment, culture and history, encourage society empowerment and build local community. Tourism villages may enhance a nation's soft power as one of the assets of diplomacy. However, this paper will also describe the challenges of tourism villages to grow and present a brief case study of tourism village development in Bali to see whether it is considered mass tourism or alternative tourism.
Identifying the challenges and needs of the villages to be prosperous tourism villages is vital in formulating Indonesian diplomacy that could promote tourism villages. This paper will assess the matrix approach of scenario planning, suitable for situations with high impacts and high uncertainties, which also considers internal and external dimensions to determine the strategy of promotion planning, including how the tourism village should be promoted, as a mass or alternative tourism.
