Optimizing Indonesian public diplomacy through the Indonesian language for foreign speakers programme as a diplomatic dividend
This paper tries to analyze how to optimize Indonesia’s public diplomacy by strengthening the Indonesian Language for Foreign Speakers Program (Bahasa Indonesia bagi Penutur Asing/BIPA). The Indonesian language is spoken by about 269 million people of the total of Indonesia’s population (Badan Bahasa, 2022). The Indonesian language is the national language of Indonesia, where it is spoken nationally by Indonesians as stated in Law No. 24 of 2009 Article 1 No.2 (Pusat Bahasa, 2010: 2). The importance of this national language has encouraged the Indonesian government to increase the role of the Indonesian language at the
international level.
The Government of Indonesia has been trying to internationalize the Indonesian language, among others through BIPA. It serves as the platform to promote the Indonesian language and culture through BIPA books and communicative activities of BIPA that are integrated into day-to-day Indonesian socio-cultural experience. This paper tries to contribute to the discourse of the 'internationalization of the Indonesian language’ and a broader discussion on the role and better strategy of language in cultural diplomacy. BIPA services have been carried out in 48 countries, and 428 institutions, which were attended by approximately 142.000 active participants. The program has also been organized by Indonesian Missions overseas actively.
This paper has used literature research and a qualitative approach through interview with the resource person to discuss policies or actions that the Ministry of Foreign Affairs (MoFA) as the coordinator of foreign relations could take to facilitate integrated efforts of the promotion of the Indonesian Language to optimize Indonesian public diplomacy.
In this context, this paper recommends MoFA to: 1) define what kind of soft power projections/objectives are to be achieved by the Indonesian government, before establishing its public diplomacy strategy; 2) discuss and determine the main targets of the Indonesian Soft Power Diplomacy Indonesia including the Indonesian language in a certain period of work, for example, 5 years; 3) In line with the ongoing effort of Badan Bahasa in formulating the concept of “Lingua Franca Plus”, MoFA RI should also formulate its Grand Design of the soft power diplomacy, as well as a tailor-made strategy for the utilization of the Indonesian language as one of the Soft Power Assets by Indonesian Representatives in each accredited country; and 4) conducting a regular joint meeting on Socio-Cultural Affairs for the related officers in the Indonesian Missions overseas to discuss the joint strategies.
