Foreign languages crash course for smooth-sailing diplomacy: Enhancing practical skills to improve effective performance
In the world of diplomacy, communication is key and therefore, proficiency in foreign languages is of the utmost importance. In this sense, qualified and skillful human resource is an important asset of the organization. While English language fluency is the standard, given its dominant usage in bilateral, regional, or international forum, it alone is no longer sufficient. More often than not, Foreign Service Officers (FSOs) without prior knowledge of the native language are assigned to countries where English is unfamiliar to and not commonly spoken by the local population.
This paper identified that there are two major challenges in the implementation stage of foreign language capacity development. First, there is no grand design or planning road map that is specifically tailored to development of foreign language capabilities. As a consequence, there seems to be a gap in continuity in human resource development policy between the recruitment and subsequent FSOs trainings. The second major challenge is grouped under available resources, which includes the classic issues of limited human resources, insufficient funding, and time constraints.
Human resource capacity development needs collaboration of the two main, relevant units, the Bureau of Human Resources and the Center for Education and Training. With the new streamlined organizational structure of MoFA, it is imperative that there is stronger synergy between the overall policy and technical programs implemented. To provide more targeted and effective capacity building program, this paper proposes to integrate introductory, basic level non-English languages program into the current pre-departure orientation program for FSOs organized by the Bureau of HR in coordination with the CET. Since the program is specifically designed for FSOs and completed before their departure, it directly contributes to enhancing practical skill for better preparedness of the employees to assume their duties at the mission. Full support of the organization and especially the commitment from the higher management are essential to ensure the success of the program.
