Post-TPPE (Team For The Acceleration Of Economic Recovery) : Lessons learned for strengthening Indonesian Ministry of Foreign Affairs’ economic diplomacy
In 2014 the newly-elected president Joko Widodo stated his goals and programs in “Nawacita”. Of the Nawacita’s nine programs, two of them are in economic domain, namely : to enhance people’s productivity and competitiveness in global market; and economic self-sufficiency. In this light, the Ministry of Foreign Affairs of Indonesia (Kemlu) promptly responded with establishing Economic Diplomacy as one of its main priorities which remains until 2022. When the COVID-19 was declared as pandemic by the WHO in early 2020, Indonesia was quickly responded by declaring health emergency and imposed restrictions to curb the spread of the virus. As the pandemic dragging on, it left its severe impacts on Indonesia’s economy : disruption in supply chain, drop in tourists visit, and the demise of large numbers of Micro, Small and Middle Enterprises (SME/UMKM) due to economic fallout. In this regards, Kemlu took the initiative to establish the Team for the Acceleration for Economic Recovery (Tim Percepatan Pemulihan Ekonomi/TPPE).
The said ad-hoc Team is led by Kemlu’s Secretary General and comprised of officials and staffs from various units within the Ministry. With its own advantage as a small-yet-focused team which directly answers to the Minister, TPPE in collaboration with relevant parties has managed to secure vaccine access from abroad and helping the Ministry to secure economic, trade and investment opportunities. As the spread of the pandemic apparently shows gradual deceleration in 2022, the economy starts to bounce back. Eventually the pandemic will come to an end, thus will mark as the end of the TPPE’s relevance as an ad-hoc task force. The TPPE may eventually cease to exist, but its role in Ministry’s Economic Diplomacy efforts will remain.
This paper examines lessons-learned from TPPE’s works during period of 2020-2021 which can serve as point of reference for the further enhancement of the Ministry’s Economic Diplomacy in the future. The newly enacted regulation on bureaucratic reforms working systems provides means for Kemlu to explore new working systems for strengthening Kemlu’s economic diplomacy. Since a national Grand Strategy of Economic Diplomacy is likely to be deliberated in the future, it is important for Kemlu to take necessary measures which can be adopted and developed from the best practices of the TPPE.
