Enhancing engagement with Civil Society Organizations (CSOs): Creating friends of Indonesian Representatives in Protecting Indonesian migrant workers
The number of Indonesian migrant workers are increasing significantly every year. In protecting these migrant workers, Indonesian Representatives cannot work alone. It has to involve and engage many actors, including Civil Society Organizations (CSOs). The Indonesian Representatives dealing with the issue of protection of migrant workers have been engaging the CSOs in handling several issues or cases involving Indonesian migrant workers. The level and method of engagement varies, depending on the situation and regulation of the country of accreditation, as well as characteristics of CSOs in the accredited states. However, the current engagement is seen to be more personal and occasional. With the growing complexities of the problems and limited resources of the Indonesian Representatives, there is fundamental need to enhance the engagement with CSOs and create friends of Indonesian Representatives in protecting Indonesian migrant workers. In order to do so, we should not create engagement on a project-driven basis. Instead, we should build partnership and more strategic engagement. To assess the current engagement between Indonesian Representatives and CSOs, this paper compares 3 different Indonesian Representatives dealing with the issue of protection of migrant workers, namely: the Embassy of the Republic of Indonesia in Abu Dhabi, the Embassy of the Republic of Indonesia in Kuala Lumpur, and Consulate General of the Republic of Indonesia. This paper also seeks information and insights from several CSOs. This paper finally proposes recommendations for the Indonesian Representatives to pursue based on feasibility.
