Striking the balance between environmental and economic interest under the FLEGT VPA mechanism
In almost a decade of cooperation under the Forest Law Enforcement, Governance, and Trade (FLEGT) Voluntary Partnership Agreement (VPA), Indonesia and the EU have achieved considerable positive results, notably in the environmental sector. However, from the economic perspective, there was untapped potential. The statistics on trade value between the two partners provide that Indonesia’s wood products exports to the region remain relatively low. That is mainly due to the lack of the EU’s commitment to promoting Indonesia’s wood products in the market. Accordingly, this paper will argue that the Agreement shall pave the way for the significant export growth of Indonesia’s timber and wood products to the EU. On the other side, the paper also takes into consideration the EU’s attitude toward the Agreement’s implementation and the recent development of the proposed EU Regulation on Deforestation-Free Supply Chain. Thus, as a policy recommendation, Indonesia may consider suspending the Agreement until further deliberations are made.
To pursue the aspiration of environmental preservation that is financially rewarding, Indonesia needs to reactivate the annual meeting of the Joint Implementation Committee (JIC). The forum can be utilized to step up the efforts in promoting Indonesia’s wood products export growth and to discuss recent EU policy development under the European Green Deal agenda. Also, Indonesia needs to encourage its missions in the region to have a coordinated argument and approach in dealing with such issues.
