Indonesia’s maritime diplomacy towards the impact of sea the level rise
Climate change due to global warming has caused various negative impacts around the world. One of the negative impacts of climate change is the rise in global sea level. Indonesia, as the largest archipelago country in the world, is very vulnerable to the impact of sea level rise. In this regard, Indonesia as an archipelagic state is also affected by the sea level rise which might sink Indonesia’s islands. In this particular, the sinking of the outer islands of Indonesia being the baseline point in the delimitation of Indonesian maritime boundaries with neighboring countries could potentially affect the Indonesian maritime boundaries to retreat so that the territory of Indonesia could also shrinking.
To overcome such impact of climate change and sea level rise, Indonesia already ratified Kyoto Protocol and Paris Agreement. Nevertheless, up to this day, Indonesia still does not have any Law (Undang-Undang) specifically regulate about Climate Change, or even specifically about sea-level rise. Thus, it is timely for Indonesia to enact a new legislation on climate change, which include global prevention effort policies, both national and international, through one single Law which will be legislated into local regulations (Peraturan Daerah), as well as ministerial and institutional regulations which will anticipate and mitigate the consequences that may arise from it. The Law should also give a defined mandate and guidance to the ministries, institutions, and all of the stakeholders to combat the climate change and the impacts from it including the sea level rise -- particularly to the Ministry of Foreign Affairs is to conduct its maritime diplomacy in order to safeguard the intactness of Indonesia’s maritime borders amidst the impact of sea level rise.
