Kemlu digital transformation: Development of the Digital Command Center of Kemlu
In the midst of changes that are happening so massive and fast, the government must also adapt to this disruptive development of Information and Communication Technology (ICT). The government must also adopt new methods of ensuring the services provided remain relevant, so that the government is not left-behind and impacted by the rapid development of ICT.
The subject and title of the research in this paper is the Ministry of Foreign Affairs' Digital Transformation (DT Kemlu) Development of the Digital Command Center of Kemlu. In this paper, we will explore in depth the strategies needed by the Ministry of Foreign Affairs to continue to improve and develop its organization amidst the increasingly rapid development of ICT in the midst of the Industrial Revolution 4.0 (4IR) era.
Kemlu must be able to adapt and respond to the needs of a more effective decision-making process in developing national strategic policies, and be able to provide public services more efficiently. This paper argues that through digital transformation and using a data-driven process via information system, the Ministry of Foreign Affairs may be able to conduct a more effective-efficient, fast, accurate and targeted policy-making process.
One of the digital transformation methods proposed in this paper is the development or revival of the centralized and integrated Ministry of Foreign Affairs' (Kemlu) Digital Command Center (DCC), which integrates all data and information held by the Ministry of Foreign Affairs and also related Ministries/Institutions (K/L). This will be explored further in this paper.
This paper is aimed to be used as a reference for the Ministry of Foreign Affairs' long-term strategy in improving its organizational capabilities. The results of this paper are also expected to be useful as an input or reference for the Ministry of Foreign Affairs of the Republic of Indonesia Leadership, for the strategic interest of the Ministry of Foreign Affairs carrying out its Digital Transformation, its challenges and opportunities, its required resources, and political support that it needs. All these perspectives are needed to be understood and considered, so that the Kemlu’s' DT process can be implemented to increase the strategic capabilities of the ministry itself.
