Optimizing MIKTA partnership to strengthen Indonesia's multilateral diplomacy
In order to strengthen Indonesia’s leadership and contribution at the regional and global level, the country has been playing an active and constructive role representing developing countries as well as a “middle-power” to help find ways and solutions to address common-shared issues. Indonesia along with “like-minded, middle-power” countries saw the need to find innovative approaches through cross-regional partnerships to exchange views and discuss possible solutions to deal with emerging global challenges. Against this background, Indonesia along with Mexico, Republic of Korea, Turkey, and Australia decided to establish MIKTA in 2013. However, after almost 9 years since its establishment, the Partnership is still finding ways in projecting strategic impacts from its global presence and playing a forefront role in fostering various forms of cooperation, including providing concrete solutions to address current global issues as it has envisioned.
MIKTA has underlined that its position as a platform for key middle-power countries in the international community, the flexibility of the grouping as an informal consultative forum and the diverse background of its members are some of the key features of the Partnership to engage in broader dialogues with larger partners to discuss issues of interests of MIKTA, to garner support, advance its agenda or to seek potentials in cooperation and collaborations. However, these key features also put challenges for MIKTA to move forward in terms of projecting more concrete actions and policies as it sometimes poses difficulties to prioritize a wide array of issues and to act as a united “bridge-builder” because each member states have their own foreign policies and perspectives.
In this context, this paper argues that MIKTA is still relevant and Indonesia should optimize its membership in MIKTA to strengthen its diplomacy and push forward its agenda at the multilateral level. In 2023, Indonesia will hold once again the MIKTA Coordinatorship thus, Indonesia should take the opportunity to use its coordinatorship to shape MIKTA’s agenda to not only serve Indonesia’s interests but also to help the Partnership thrive to achieve the role it aims through several policy recommendations that Indonesia can pursue.
