Preserving a dynamic institutional memory through digital knowledge management in the Ministry of Foreign Affairs
Every organization produces data, information and knowledge on a daily basis. The Ministry of Foreign Affairs (MoFA) of the Republic of Indonesia as the government institution in charge of foreign policy gathers and processes a tremendous amount of information daily. In addition to data and information, MoFA also produces knowledge and know-how through diplomatic and policy making practice. The total knowledge stored within the organization is known as institutional memory. The traditional view of institutional memory adopts the static paradigm whereas institutional memory is limited to the form of documents and archives. A more dynamic paradigm with regard to institutional memory (dynamic institutional memory) conceives institutional memory as residing with people and dispersed across a wide range of actors that operates different policy. This paper advances the centrality of capturing the dynamic institutional memory by mobilizing the power of Information Communication Technology (ICT) progress. In concreto, this will be in form of a Dynamic Institutional Memory Knowledge Management System (DIMKMS). The paper advances that in addition to increasing organizational performance, DIMKMS permits to support the gradual transition towards MoFA as an ICT enabled agile organization in accordance with the Presidential Regulation Number 95 of the year 2018 of E-Governance and the blueprint for bureaucracy performance posited by the Ministry of State Apparatus Utilization and Bureaucratic Reform Regulation Number 6 of the year 2022 on State Civil Apparatus Performance.
