The empowerment of Honorary Consul of the Republic of Indonesia in Italy: Ideas for improvement
In the dynamic of international relations, sovereign states as the subject of international law, practice their sovereignty by establishing diplomatic relations. The establishment of diplomatic relations arises more frequently when a new state is admitted into the community of nations as a fully sovereign state. Additionally, a diplomatic relation established with mutual consent between the sending state and receiving state is also entailing the establishment of consular relation.
According to the Vienna Convention on Consular Relations 1963, consular officers are divided into two categories that are career consular officials and honorary consul officers. Generally, honorary consul is the reputable citizen of the receiving state who is appointed by the sending state to support the function of its diplomatic mission. The Government of the Republic of Indonesia in its effort to support the Embassy of the Republic of Indonesia in Rome has implemented this practice by appointing 3 honorary consuls that cover the city of Firenze, Napoli and Genoa.
This paper will discuss the empowerment of those honorary consuls in supporting the Embassy and ideas for improvement aiming to enhance their role for paving the way to a more effective diplomacy. It is an effort to align objectives and means by developing relationship and teamwork in achieving successful diplomacy.
