Promoting Indonesian language as cultural diplomacy: a systemic approach towards Indonesian language for foreign speakers (BIPA)
Indonesian language in its development has attracted many foreign speakers, with various motives, such as political, cultural, or educational motives. To support the rapid development of the Indonesian language, Indonesia provides support for the Foreign Language Program for Foreign Speakers or BIPA since 2015. Indonesian language education itself is not only limited to schools in the country regardless of the level of education, but is also taught in several friendly countries. BIPA as an Indonesian language education program for foreign speakers targets foreigners/foreigners as students.
Language is a powerful instrument of cultural diplomacy. Language plays an active role in the development of culture, including elaborating cultural ideas. Language, which is manifested in the 'soft power' elements of cultural diplomacy, makes it possible to transcend geographical boundaries and build new relationships to promote common interests between countries.
Indonesian language is not only our national language, but also our identity. Since Indonesian language represents the whole package, a systemic approach must be applied towards its implementation. Indonesian language must be treated as the grand plan of our cultural diplomacy, not merely as the annual program, which budget depends on the annual quota from Ministry. The systemic approach also interprets as whole nation as in Ministries, not only MEC as the main focal point, should take the action to promote the Indonesian language.
