Optimizing the digital transformation in the MoFA RI
The Ministry of Foreign Affairs has been developing digital transformation for more than 8 years now; however, the concept itself has been debatable amongst the users whether the transformation is actually beneficial or creating more difficulties to the users. To understand the underlying problems in this digital transformation process, this paper analyses the existing framework in MoFA that includes the business process of application development, legal framework, IT infrastructures, risk areas in managing digital transformation (third party, strategic, resiliency).
This paper also discuss about the roles of Pusat Teknologi Informasi dan Komunikasi Kementerian dan Perwakilan (Pustik KP) as the only unit handle IT and communication issue in MoFA. As the result, this paper found that the strategic plans of digital transformations in MoFA were born from sporadic interests of Working Units in which these plans have not consolidated as one grand framework. This paper also found that Pustik KP as an exclusive Unit responsible for the IT and communication, has weak authority over the digital transformation process in MoFA due to its structures, budget allocation, and capability of human resources. Based on these findings, this paper recommends four policies: establishing a “Staf Ahli/Staf Khusus” for digital transformation, creating the grand framework / blue print of MoFA’s digital transformation, strengthening the IT technical team working mechanism, as well as strengthening Pustik KP.
