Consulate General of the Republic of Indonesia in Hong Kong’s efforts to limit Indonesian domestic helpers from being radicalized in Hongkong
This paper intends to learn further about the effort of Consulate General of the Republic of Indonesia in Hong Kong (CGRI) to limit Indonesian Domestic Helpers (IDHs) from being radicalized in Hong Kong. Data collection method used to obtain the information about the radicalization through interviews and literatures review. Based on the results of research conducted at CGRI, there were no any effort to limit IDHs from being radicalized. According to the report by Indonesian Police Liaison Officer who served in CGRI, The IDHs radicalization cases does still exist until 2022. However there were some efforts taken by CGRI to prevent and tackle radicalization cases, namely: monitoring the incoming Islamic teacher (Ustadz) invited by Islamic religious outreach (Dakwah) group; collaborating with BNPT to disseminate an understanding of radicalism and extremism; holding discussion forum to campaign the danger of terrorism in offline and online settings; and signing the Memorandum of Understanding (MOU) between the Hong Kong Police Force and Indonesian National Police on November 2014 (this MOU was expired in 2018).
To solve these problems, CGRI need to review their efforts of preventing and tackling IDHs from being radicalized in Hong Kong by adding limitation efforts with the support from the Hong Kong Police Force. Because according to Indonesian Police Liaison Officer, CGRI did not have tools to monitor or surveillance IDHs ’s online activities.
The recommendations are to work together with Hong Kong Police Force to immediately block access to website used for jihadist terrorist conduct, or ban access to the internet domain; to extend the MOU between the Hong Kong Police Force and Indonesian National Police, including adding the radicalization item in the scope of cooperation; and to deradicalize or disengage radicalized IDHs after repatriating radicalized IDHs from Hong Kong.
