Diplomats as marketers: Maximizing the potential of state-owned enterprises through economic diplomacy by penetrating non-traditional markets
On 17 July 2020, the Ministry of Foreign Affairs (Kemlu) and the Ministry of State-Owned Enterprises (Kementerian BUMN) signed a Memorandum of Understanding (MoU) to strengthen economic diplomacy cooperation by supporting Indonesian State-Owned Enterprise’s (SOEs) ambition to expand its Outward Foreign Direct Investment (OFDI) overseas through the “BUMN Go Global” program. SOEs are one of the most important economic actors that play a large part in the Indonesian economy. Their presence provides goods and service for the general public, helps create jobs, aids the development of small businesses, earns foreign exchange through investments, and assist the government in managing economic policy. SOEs are further encourage to explore and capitalize on the available opportunities in the global market in order to develop talent, increase the market and create value within the supply chain. OFDI directly supports and benefits the development of the home country through the increase in exports, employment, foreign exchange, and productivity, as well as improving standards, supply chain efficiency, and technology/know-how transfer. Indirectly, OFDI will strengthen a country’s presence as a reliable economic partner and inevitably forge stronger bilateral relations between countries.
With the importance and potential of SOEs in supporting Indonesia’s domestic economy, full government support is thus required to promote and facilitate SOEs’ OFDI ambitions. This paper will attempt to examine the cooperation between the Kemlu and Kementerian BUMN and provide recommendations to further enhance Kemlu’s economic diplomacy role to maximize SOE OFDI potential, particularly in non-traditional markets.
