Pre-Diplomatic Assignment Training for Indonesian Foreign Service Officers: Ideas for Improvement
Referring to Vienna Convention on Diplomatic Relations 1961, the functions of a diplomatic mission consist, inter alia, of representing, protecting, negotiating, reporting, and reporting. Then, some countries including Indonesia add one more function of a diplomatic mission which is managing, particularly managing the internal affairs of the mission.
The Foreign Services Officers or Diplomats are the civil servants of a country who are working for the implementation of their country’s foreign policy toward the accredited country or international organization. As a generalist career, a diplomat must be able to master some important knowledge and expertise as well as to be able to adapt to the change of host country, colleagues, and other parts of his/her life. It is the obligation of the Ministry of Foreign Affairs of each country to equip all of their Foreign Services Officers with the substantive knowledge, technical, and practical skills in diplomacy to enable them to perform well in realizing the vision and mission of the Mission abroad.
This paper will discuss the current syllabus and methods in the pre-diplomatic assignment training for Indonesian Foreign Service Officers, including their families, and propose some policy recommendations as ideas for improvement. Rest assured, our efforts in strengthening and improving the knowledge, technical and practical skills of our diplomats who will be assigned abroad is a never-ending process in realizing our aspiring goals in diplomacy.
