Accelerating Indonesia's Inclusive Digital Transformation
Digital transformation is two sides of the same coin. As the world is experiencing a rapid pace of adoption of new technologies and their increasing role in efforts to achieve sustainable development, there is also a growing concern about how the digital divides among countries may further deepen the existing global economic gaps between the haves and the have-nots. While it is widely recognized that the benefits offered by digital transformation are enormous, without adequate regulation and security, digital transformation can bring harm to society. In ensuring that Indonesia is accelerating its way towards an inclusive digital transformation for its society. This paper suggests that Indonesia must be able to address complex and interdependent challenges in aspects of priority namely infrastructure, digital literacy and innovation, security, and cross-border data flow through an inclusive engagement among many relevant domestic stakeholders. Nationally, it is further suggested that there should be a revitalization of the existing National ICT Council on its membership and structure and that there should be efforts to increase funds to build national digital infrastructure. In addition, enhancing innovation and the education ecosystem should be pursued by Indonesia to better prepare the domestic workforce for the incoming big wave of frontier technology. Indonesia should also maintain its position as a bridge builder in many international to narrow the global digital divides and to facilitate the flow of technology, knowledge, and skill toward developing countries. Investment and economic cooperation should be directed to build resilience in the digital infrastructure ecosystem, while cooperation on cross-border data flows both at the regional and bilateral levels should be further promoted to optimize the power of data in supporting Indonesia’s businesses and MSMEs.
