Strengthening the role of the Ministry of Foreign Affairs in blue economy
As the largest archipelagic country, oceans are vital for Indonesia’s economy and welfare. Healthy oceans are essential in supporting Indonesia’s food security, livelihoods and economic growth. In 2012, during the United Nations Conference on Sustainable Development (UNCSD), held in Rio de Janeiro, 20-22 June 2012, coastal countries, including Indonesia, formulated the blue economy strategy with the objective to promote smart, sustainable and inclusive growth and employment opportunities through utilization of maritime economy.
The Indonesian Government perceives blue economy agenda as an important factor in utilizing the oceans in developing its economy, while at the same time fulfill its obligations and commitments in achieving the SDGs. The Government has put a lot of efforts in creating policies, regulations, and programs in realizing blue economy according to Indonesia’s national interests, needs, and available potentials as well as opportunities.
BAPPENAS has published Blue Economy Development Framework which among others provides reference for stakeholders in defining the blue economy as a new engine for Indonesia’s economic growth, and the Government has also formulated the Blue Financing Strategic Document which presents a strategy for mobilizing investments in key sectors of the blue economy. In term of legal framework, the Indonesian Government has made progress in developing an extensive regulatory framework for the blue economy.
Therefore, it is important for MoFA, as part of a government ecosystem, to board the same ship, and work towards achieving the blue economy agenda and contributing actively through diplomacy. As part of efforts to strengthen MoFA’s role in blue economy, this paper recommends short, medium and long-term policy approaches.
For the short-term approach, the MoFA should continue its role in strengthening international partnerships and economic diplomacy. While for the medium-term approach, the MoFA could consider including blue economy strategy into its grand strategy or Renstra, and strengthening its institutional framework.
As for the long-term approach, the MoFA should consider to develop a legal framework which provides a foundation in guiding the actions and decisions of the MoFA that govern the Ministry’s engagement in blue economy-related issues, and most importantly in establishing its position and role as the spearhead of Indonesia’s economic diplomacy.
