Effective management of shelters in Indonesian Missions overseas to optimize the protection of Indonesian citizens
Diplomacy to protect Indonesian citizens abroad is one of the main priorities in Indonesia’s foreign policy. This priority has been consistent since the formation of President Joko Widodo’s cabinet and the Minister for Foreign Affairs had determined that Indonesia’s pathway for the protection of Indonesian citizens until the year 2024.
The implementation for Indonesia’s foreign policy to establish a better system of protection for Indonesian citizens, among others can be carried out by Indonesian Missions overseas. These missions provide a wide range of services for Indonesian citizens, including the task to support and protect the interests of its citizens by providing temporary shelters. By having temporary shelters, the missions consequently have the responsibilities to manage shelters effectively so that the shelters are prepared to accommodate Indonesian citizens who need assistance, primarily for those who have experienced abuse or violence, are victims of human trafficking, or have lost their jobs and are temporarily unable to return home. These shelters are designed to provide temporary accommodation, food, and basic needs to Indonesian citizens who require assistance while abroad. The proper management of these shelters is essential to ensure the safety and well- being of Indonesian citizens in need.
This paper uses the SWOT and PESTEL analysis in order to develop a comprehensive understanding of the strengths, weaknesses, opportunities, and threats facing shelter management and the importance of considering political, economic, social, technological, environmental, and legal factors.
Creating guidelines for effective shelter management for the protection of migrant workers is essential for ensuring that migrant workers have access to safe, secure, and dignified housing can ensure that their rights are respected and that they receive the support they need to thrive. The Ministry of Foreign Affairs is currently in the process of drafting a standardized guidelines for shelters in Indonesian Missions. This paper will provide recommendations and inputs for that standardized guideline draft.
By implementing these recommendations, the overall goal is to work towards creating a more effective and equitable system of shelter management for migrant workers
