Strengthening Indonesia’s technical assistance programs for prioritized middle east countries through alternative budget allocation management and disbursement mechanism
Indonesia decided to select Iraq, Palestine, Sudan, Syria, and Yemen out of other Middle East countries to receive Indonesian grants that are still struggling to resolve respective crisis. Indonesia’s national interests in the Middle East region include those related to politics-security, economy, and socio-cultural. It is important for Indonesia to improve bilateral cooperation with the five countries through technical cooperation programs or international development cooperation programs as the tool for diplomacy.
Currently, the Indonesian technical cooperation programs are financed with the State Budget managed under the Ministry of Finance c.q. Indonesian Aid, as well as other Ministries. It is important to increase inclusivity or participation of related stakeholders from business and charity entities in the mission, in addition to the Government. Indonesia should also design a 15-year long Specific Regional Partnership Strategy on international development cooperation programs for the prioritized Middle East Countries that includes identification of stakeholders in Indonesia and respective country, as well as mappings of potential international donors and potential implementing agents.
There are two alternatives to manage budget and disburse budget for international development cooperation programs. First, budget for the programs is sourced in inclusive manner among Government, business, and charity entities. Secondly, the Indonesian Government offers to prioritized countries Development Assistance programs as concessional loans. In both options, the Ministry of Foreign Affairs assumes an active role as “peer coordinator” or as provider of active recommendations, in line with its main tasks and functions.
