Understanding How China’s AI Development Will Affect The Geopolitics In the Indo-Pacific: an exercise to support a thriving digital economy in Indonesia
The recent TikTok’s congressional hearing in the U.S. reflects how China’s innovation in high tech industry has challenged the U.S. supremacy in technology innovation and artificial intelligent (AI) development. As China advances in AI field, one suggests the already on-going peer competition between China and the U.S. as well as geopolitical impact to the dynamics in the Indo-Pacific. It instigates how states exhibiting its power in international scheme of cyberspace while at the same time gaining economic benefit.
The growing presence of China high tech industry in the Indo-Pacific is facilitated through Digital Silk Road (DSR) launched in 2015 and New Generation Artificial Intelligence Development Plan launched in 2017. Both strategies recognized that AI would become the new focus of international competition. In the meantime, Indonesia has launched National Strategy on Artificial Intelligence 2020-2045 which focuses on 4 areas namely ethics and policies, talents development, infrastructure, data, research, and innovation in industries. AI development is based on principles relevance to values of Pancasila, inclusive, sustainable and promote prosperity, centered on human development, transparency, secure and accountable.
By projecting Indonesia as one of the top 10 economies by 2030, this paper elaborates scenario-based planning to identify how Indonesia’s AI development can become one of the supporting pillars of economy diplomacy to attain the vision. The scenario aims to link Indonesia’s present capabilities and its readiness to face the challenges of uncertainty caused by high-tech driven disruption in the future.
Indonesia could likely to promote democratic values in cyber security-driven economic cooperation in a free, peaceful, secure, and inclusive internet ecosystem that would maintain Indonesia’s strategic relevant in the international system. A comprehensive AI integration in every level of supply chain production of the priority sectors will improve productivity, thus support the policy of down streaming industries in the future. In the region, Indonesia could navigate this strategic hedging behavior scenario within regional architecture in which this approach would arguably creating a resilient digital economy hub and facilitating the region to maximize its geoeconomics gain.
