Portable social protection for Indonesian migrant workers
The global health, economic and social crisis brought by the COVID-19 pandemic and conflicts in parts of the world, has led to a call to strengthen the universal social protection system for Indonesian migrant workers. The Portable Social Protection (PSP) scheme is among the best solution, that will allow social security benefits to be carried over or transported from Indonesia to other countries and vice versa. In times of crisis, PSP will be able to facilitate access to health services, provide protection from worsening working conditions, and mitigate effects of war to some degree. Protecting migrant workers is also essential as it can lead to an increase in the number of skilled migrants who can play a significant role in local and national development.
The proposed approach to PSP is to meet the needs of the migrant workers for a “guaranteed minimum” protection with affordable premium fees; improve the extent and coverage of the national social security programs; attain social security agreements with destination countries through the bilateral, regional, or multilateral forum; and contribute to or complement the protection currently received by migrant workers.
To do so, Indonesia needs to create a roadmap to design and implement PSP at the earliest. The roadmap to PSP comprises of 3 steps: a) the design phase where the Ministry of Foreign Affairs (MoFA) encourages the development of a comprehensive strategy that outlines the objectives, policies, and financing mechanisms for PSP; b) the negotiation phase where MoFA actively initiates bilateral/regional/multilateral arrangements to lay a solid foundation for Indonesia’s portable social protection; and c) the implementation phase where MoFA supports efforts to strengthen commitment in the implementation of PSP, among others by raising public awareness and support, conducting evaluation, and integrating feedbacks.
In summary, creating a roadmap for portable social protection in Indonesia requires a comprehensive strategy that includes policy reforms, consolidating social protection programs, establishing a national registry, introducing the portable social protection system, strengthening delivery systems, and building public support. The initiative will also need to be tied in with cooperation among the line ministries, private sectors, international organizations, and migrant workers, to create a strong social protection system for Indonesian migrant workers.
