Reassessment of the principle of reciprocity in the provision of diplomatic facilities case study : ID card provision for Japanese teachers in Indonesia
The principle of reciprocity serves as the guiding principle in diplomatic relations, including those involving socio-cultural affairs. Japan is one of the few countries with schools in Indonesia, and vice versa. However, there is a difference between the treatment of Indonesian teachers in Japan and Japanese teachers in Indonesia in terms of the facilitation of ID Card, which is critical for all nationals living in foreign countries. Official passports are used by both Japanese teachers in Indonesia and Indonesian teachers in Japan. The Japanese government, however, only assists ID Card facilitation limited to the principal of Indonesian School in Tokyo. Meanwhile, the Indonesian government facilitates all Japanese nationals who teach at Japanese Schools in Indonesia through the Indonesian MoFa.
