Enhancing the role of ASEAN's special envoy for Myanmar: Indonesia's contribution
ASEAN's unity and credibility are heavily dependent on making a significant breakthrough in addressing the ongoing crisis in Myanmar. As the current chair of ASEAN and the Special Envoy, Indonesia holds a unique opportunity to drive the necessary changes and spearhead a breakthrough for the Myanmar issue. One effective approach is to enhance the role of the Special Envoy, enabling the more effective operationalization and implementation of the ASEAN 5 Point Consensus (5PC).
After over two years, it is crucial to acknowledge that the rotational system of ASEAN's Special Envoy has increasingly revealed its problematic nature. The frequent changes in personnel and strategies on an annual basis pose significant challenges in sustaining progress, undermining the consistency and credibility of ASEAN's efforts. The rotational system also exhibits flaws, including a lack of institutional memory and eroded trust from stakeholders. Moreover, the limited mandate, lack of clear documentation, and the one-year term further impede the effectiveness of the Special Envoy.
To address these shortcomings, it is crucial to implement reforms that enhance the stability, effectiveness, and continuity of the Special Envoy's role. Therefore, Indonesia should focus on the following actions: (1) Re-propose the appointment of a full-time and permanent Special Envoy for Myanmar, supported with a robust and comprehensive Terms of Refence (ToR); (2) Push for the adoption of an implementation plan within ASEAN to operationalize the 5PC; (3) Maximize the ASEAN Chairmanship; and (4) Maintain intensive communication with like-minded ASEAN member states, while also engaging closely with the rest of the ASEAN Member States and the international community.
The evolving political dynamics in Thailand present a potential opportunity for ASEAN to make progress on the Myanmar issue and establish a unified stance. The growing impatience among the international community underscores the urgency for ASEAN to demonstrate its effectiveness in addressing the crisis. Indonesia, as the current leader, must seize this opportune moment and take decisive action. Failing to do so would lead to wasted efforts and the recurrence of challenges under the next chairmanship. With its leadership role, Indonesia has the potential to make substantial contributions towards resolving the crisis and upholding ASEAN's credibility.
