Redesigning the Ministry of Foreign Affairs to meet consular services demands in the 21st century

This paper is written with the aim to provide recommendations to strengthen the institutional modalities of Protection Diplomacy (Diplomasi Pelindungan) within the framework of the National Long-Term Development Plan for 2025-2045 (RPJPN 2025-2045). It also aims to initiate further in-depth analysis on the Ministry’s organizational design for consular affairs, although the function of consular affairs has been a core function of the Ministry since its inception.

Recent and future trends have placed pressure on the Ministry’s ability to fulfil the demand for consular services in an unpredictable and volatile environment that will persist and increase in intensity in the 21st century. Greater international mobility, use of technology, and socioeconomic interactions of citizens abroad have exponentially increased demand and expectations for consular services. This increase requires adequate response from the government to ensure quality, effectiveness, and continuity to provide consular services well into the future.

In this regard, the ministry’s organizational capability is a fundamental element in the provision of consular services. This study analyzes the existing organizational design, specifically the organizational structure of the Ministry, against future scenarios and trends to gauge its adequacy.

Upon analysis, it is argued that the ministry’s organizational structure is inadequate to fulfil the demand for consular services due to, among others, an incomplete portfolio to deal with the evolution of consular services, a lack of specialization, and resources.

To address this problem, the paper recommends that the Foreign Affairs Ministry urgently redesign its organizational structure by 2029. The optimal design requires the creation of two distinct Directorate Generals from the Directorate General of Protocol and Consular Affairs.
