Trade with a heart: Indonesia's path to fair labour in international trade agreements

Indonesia stands at a critical juncture in incorporating labour norms into international trade agreements. While complex, this process has the potential to have a major social impact, stretching far beyond economic dimensions to affect the lives and well-being of millions of workers. Viewed solely through an economic lens, the very essence of development is at risk of being overshadowed, as a ‘conditional approach’ using trade sanctions and punitive measures threatens to undermine the social and cultural dimensions that sustain a nation's workforce. Such approaches may inadvertently impede Indonesia's economic progress, whereas the aim should be to enhance it.
This paper advocates for Indonesia to consistently embrace a 'promotional approach' in its trade agreements, emphasizing positive reinforcement and collaborative initiatives to uplift labour standards. This approach aligns with Indonesia's commitment to the Sustainable Development Goals 2030 (SDGs) and resonates with its citizens' aspirations, embracing a virtuous maxim of ‘trade with a heart’. which emphasizes compassionate and ethical trade practices, aiming to ensure that economic growth translates into tangible improvements in the lives of all Indonesian workers.
Recommendations include championing compassionate trade negotiations, bolstering inclusive dialogue through tripartite collaboration, investing in capacity building, and aligning trade strategies with the SDGs. These strategies present Indonesia with a unique opportunity to balance economic growth with social justice, ensuring cultural diversity and inclusivity, and leaving no one behind. As emphasized by UN Secretary-General Antonio Guterres, achieving this balance necessitates a profound shift in values, beliefs, and perspectives. These strategic recommendations underscore the paper’s vision for a future path where economic prosperity coexists with social justice, positioning Indonesia as a model for holistic development.
